Step 1: Prepare the Cauliflower Mash
- Bring a large pot of salted water to a boil.
- Add cauliflower florets and cook for 12–15 minutes until very tender.
- Drain thoroughly and let the cauliflower steam dry for a few minutes to remove excess moisture.
- Transfer to a bowl and add butter, heavy cream, cream cheese, garlic powder, salt, and white pepper.
- Mash using a potato masher or blend with an immersion blender until smooth and creamy.
- Taste and adjust seasoning. Set aside.
Step 2: Cook the Meat Filling
- Heat olive oil or butter in a large skillet over medium heat.
- Add chopped onion and celery. Cook until softened, about 5 minutes.
- Add garlic and cook for another 30 seconds until fragrant.
- Add ground lamb or beef and cook until browned, breaking it up with a spoon.
- Stir in tomato paste and cook for 1–2 minutes to deepen flavor.
- Pour in beef broth and Worcestershire sauce.
- Add thyme, rosemary, salt, and pepper.
- Reduce heat and simmer for 10–15 minutes until thickened.
Step 3: Assemble the Shepherd’s Pie
- Preheat oven to 375°F (190°C).
- Spread the meat mixture evenly into a baking dish.
- Spoon the cauliflower mash over the top and spread evenly with a spatula.
- Use a fork to create texture on the surface for browning.
Step 4: Bake
- Bake uncovered for 25–30 minutes until bubbling.
- Optional: Broil for 2–3 minutes for a golden top.
- Remove from oven and let rest for 10 minutes before serving.
