Ingredients
  

For the Meat Filling
  • Ground lamb or ground beef
  • Olive oil or butter
  • Onion
  • Garlic
  • Celery
  • Carrots optional, small amount for keto
  • Tomato paste
  • Beef broth
  • Worcestershire sauce sugar-free
  • Fresh thyme
  • Fresh rosemary
  • Salt
  • Black pepper
For the Cauliflower Mash
  • Cauliflower florets
  • Butter
  • Heavy cream
  • Cream cheese
  • Garlic powder
  • Salt
  • White pepper optional

Equipment

  • 1 Large skillet or sauté pan
  • 1 Medium saucepan
  • 1 Potato masher or immersion blender
  • 1 Sharp knife
  • 1 Cutting board
  • 1 Measuring cups and spoons
  • 1 Baking dish (9x9 or similar)
  • 1 Wooden spoon or spatula
  • 1 Oven

Method
 

Step 1: Prepare the Cauliflower Mash
  1. Bring a large pot of salted water to a boil.
  2. Add cauliflower florets and cook for 12–15 minutes until very tender.
  3. Drain thoroughly and let the cauliflower steam dry for a few minutes to remove excess moisture.
  4. Transfer to a bowl and add butter, heavy cream, cream cheese, garlic powder, salt, and white pepper.
  5. Mash using a potato masher or blend with an immersion blender until smooth and creamy.
  6. Taste and adjust seasoning. Set aside.
Step 2: Cook the Meat Filling
  1. Heat olive oil or butter in a large skillet over medium heat.
  2. Add chopped onion and celery. Cook until softened, about 5 minutes.
  3. Add garlic and cook for another 30 seconds until fragrant.
  4. Add ground lamb or beef and cook until browned, breaking it up with a spoon.
  5. Stir in tomato paste and cook for 1–2 minutes to deepen flavor.
  6. Pour in beef broth and Worcestershire sauce.
  7. Add thyme, rosemary, salt, and pepper.
  8. Reduce heat and simmer for 10–15 minutes until thickened.
Step 3: Assemble the Shepherd’s Pie
  1. Preheat oven to 375°F (190°C).
  2. Spread the meat mixture evenly into a baking dish.
  3. Spoon the cauliflower mash over the top and spread evenly with a spatula.
  4. Use a fork to create texture on the surface for browning.
Step 4: Bake
  1. Bake uncovered for 25–30 minutes until bubbling.
  2. Optional: Broil for 2–3 minutes for a golden top.
  3. Remove from oven and let rest for 10 minutes before serving.
